Delhi EV Policy 2.0 to Boost E-2W Demand, Ola, TVS, Ather Are Top Choices for Buyers in the Capital

Under the game-changing EV-friendly policy for 2Ws, only new electric scooters and bikes will be eligible for registration in Delhi from April 1, 2028. This will boost demand in the national capital, which has seen sales of 176,000 e-2Ws in a decade, led by Ola Electric, Ather Energy and TVS.

Delhi, which was among the first to announce an EV-specific policy in December 2019, has upped the ante by unveiling a new EV Policy designed to accelerate the capital city’s transition to zero-emission electric mobility. The Delhi EV Policy, which kicks in tomorrow (July 1, 2026), will remain in force for a four-year period until March 31, 2030.

As per the new Delhi EV Policy, which offers incentives of up to Rs 100,000 across vehicle segments, there will be a phased transition towards cleaner mobility. Electric passenger vehicle buyers can avail themselves of benefits of up to Rs 100,000 on EVs priced up to Rs 30 lakh after scrapping an eligible older vehicle, subject to the conditions laid down under the policy. Eligible e-PVs will continue to receive exemption from road tax and registration charges, reducing the overall acquisition cost for buyers. However, the revised framework does not extend incentives to strong hybrid vehicles, maintaining its focus on battery electric mobility.

While only electric passenger and cargo 3-wheelers can be registered in Delhi from January 1, 2027, only electric 2-wheelers will be deemed eligible for registration from April 1, 2028. As a result, there will be no new registrations of petrol-, diesel- and CNG-powered two-wheelers starting FY2029.

Delhi EV Policy 2.0 to Rev up Demand for 2-Wheelers

With 25,424 e-2Ws sold in the first six months of this year, retail sales in Delhi are set to scale a new high in CY2026, beating the previous annual best of 37,565 in CY2023.

With e-2Ws being the most affordable form of e-mobility and a big volume provider to the EV industry, the Delhi EV Policy has a sharp focus on the 2W industry. The push has been driven in part by Delhi being named the world’s most polluted capital city and the fourth most polluted city globally in the IQAir 2025 World Air Quality Report. Vehicular emissions account for around 23% of the city’s winter pollution, with two-wheelers making up nearly 67% of Delhi’s registered vehicle parc.

A quick look at the past 10 years’ retail sales of e-2Ws in Delhi reveals that a total of 176,152 electric scooters and motorcycles have been delivered to customers (see data table above). The highest annual sales to date were in CY2023 (37,565 units), although CY2026 looks set to raise the bar.

As per Vahan, between January 1 and June 29, 25,424 e-2Ws have been retailed. If the same growth momentum remains in the remaining six months of this year, Delhi could see 50,000 e-2W annual sales for the first time. The new EV Policy offers purchase incentives of up to Rs 30,000 for e-2Ws, which could offer an additional fillip for ICE 2W buyers to transition to zero-emission mobility.

These top 10 manufacturers, with 145,044 units, account for 82% of the total 176,152 electric scooters and motorcycles sold in the capital city over the past nine-and-a-half years.

Revealed: Top 10 E-2W Manufacturers in Delhi Market

Of the 176,152 e-2Ws sold in the capital city over the past nine-and-a-half years, 10 companies have accounted for 145,044 units, or 82% of total sales. Ola Electric, the industry market leader from CY2022 to CY2024, tops the list with 37,498 units, or a 21% share.

TVS Motor Co, which wrested the crown from Ola in CY2025, is ranked No. 2 in terms of Delhi sales over the past 10 years. The company, which has delivered 27,026 iQubes and, more recently, the Orbiter, to customers in the capital city, has a 15% share.

Ather Energy, which is riding a wave of surging demand for its Rizta family scooter and which recently surpassed cumulative sales of 700,000 units, is ranked third with 16,400 units.

Hero Electric, which was one of the first Indian OEMs to plug into the e-2W industry in CY2018, is ranked fourth with total Delhi market sales of 15,255 units, of which 9,916 were sold in CY2022.

Bajaj Auto, which has a single EV in the form of the Chetak, is at No. 6 with 12,668 units and is followed by Greaves Electric Mobility (7,337 units).

Mumbai-based EV startup Bgauss Auto, which began sales in August 2022 and is now a regular in the monthly Top 10 OEM list, takes eighth position in Delhi with 6,840 units sold in the past four years.

Gurugram-based Revolt Motors, which earlier this year became the first Indian electric motorcycle manufacturer to achieve 50,000 retail sales, has delivered 6,066 of its zero-emission bikes in Delhi.

Wrapping up the Top 10 list is Okinawa Autotech with 6,029 units.

Delhi’s EV Policy 2.0, which aims to accelerate adoption of EVs across all major vehicle segments, support installation of a comprehensive public and private charging network across Delhi, enable a robust EV supply chain including battery recycling, servicing and component recovery, and improve air quality by reducing reliance on Internal Combustion Engine (ICE) vehicles, could prove to be a game-changer and possibly be replicated by other states and UTs in the country.
