Haryana Mandates One EV Charger for Every Three Parking Slots in Commercial Buildings

The Haryana government has amended the Haryana Building Code 2017 to make electric vehicle (EV) charging infrastructure mandatory in new and renovated residential and commercial developments, significantly strengthening the state’s EV-readiness framework.

Under the revised norms, commercial and non-residential buildings such as shopping complexes, malls, hotels, and office spaces with parking provisions for at least 10 cars must provide a minimum of one EV charging spot for every three parking slots. In addition, all such projects will be required to be 100% EV-ready, with conduits installed to facilitate future charging infrastructure.

For residential developments, including group housing societies, cooperative housing projects and residential complexes managed by resident welfare associations (RWAs), the government has mandated at least one EV charging spot for every five parking slots. These projects must also be fully EV-ready, with charging conduits provided across the development.

The amendment, issued by the Town and Country Planning Department on June 5, 2026, states that EV charging infrastructure will be exempt from Floor Area Ratio (FAR) calculation, a move aimed at encouraging developers to create charging facilities without impacting project economics.

The revised code permits EV charging stations to be installed in basement and stilt parking areas, subject to compliance with electrical and fire safety norms. Developers will also be required to disclose EV charging infrastructure provisions while applying for Occupation Certificates.

Importantly, the amendment also addresses existing residential buildings. Individual flat owners seeking to install EV charging infrastructure in their allotted parking spaces may do so, provided the installations comply with prescribed electrical and fire safety requirements and receive certification from the Fire Department and the concerned power distribution company.

The notification further directs Haryana’s Fire and Emergency Services Department to formulate comprehensive fire safety guidelines for EV charging infrastructure in consultation with the electricity department and power utilities.

The move comes as states across India look to accelerate EV adoption by ensuring adequate charging infrastructure. By mandating both charging points and EV-ready electrical provisions in buildings, Haryana is attempting to address a key barrier to EV adoption, particularly in urban residential and commercial developments.

Autocar Professional had earlier reported that draft amendments to Haryana’s building regulations proposed 100% EV-ready parking infrastructure along with defined charger density norms across residential and commercial projects. The latest notification operationalises those proposals, signalling an infrastructure-first push towards electric mobility in the state.
