The All India Distillers’ Association (AIDA) and the Indian Institute of Technology Delhi (IIT Delhi) have released a white paper presenting a strategic roadmap to scale Flex-Fuel Vehicles (FFVs) across India's road transport sector.
Unveiled at the AIDA Green Energy Seminar 2026, the study, titled "Flex-Fuel Vehicles: Enabling Energy Security and Sustainable Mobility in India," shifts focus toward vehicle manufacturing readiness, distribution networks, and economic viability following the nationwide rollout of E20 fuel. The paper highlights that following the milestone, the key industrial question shifts from “Can India produce ethanol?” to “Can India build the vehicles and ecosystem capable of using it at scale?”
IIT Delhi's Ten-Point Policy Framework for Flex-Fuel Vehicles
The IIT Delhi white paper details a prioritized ten-point policy framework addressing multi-fuel engine technology, fuel retail pricing parity, fueling infrastructure, feedstock sustainability, retail customer adoption, vehicle financing, and long-term market creation. It frames FFVs as a direct mechanism to curb crude oil import dependency and expand domestic ethanol utilization without disrupting existing mobility requirements.
CRID India Study: Ethanol Feedstock, Land Use and the Path Beyond E20
Alongside the vehicle roadmap, CRID India released a companion study titled "Towards a Sustainable Bioenergy Future for India: Feedstock Security, Land-Water Balance and The Path Beyond E20". The report addresses the balance between agricultural supply, food security, and biofuel production.
The study differentiates between gross acreage under key crops, including rice, sugarcane, and maize, and the net acreage dedicated strictly to ethanol production. According to the analysis, land attributable to ethanol generation stood at approximately 3.46 million hectares in the 2023-24 period, representing roughly 1.58% of the country's gross cropped area.
Together, the two documents provide policy and supply-side frameworks for government departments, automotive manufacturers, and oil marketing companies as India evaluates higher ethanol fuel blends beyond the E20 baseline.
