Children below 4 years old on two-wheelers need crash helmet, safety harness: MoRTH

India's Ministry of Road Transport & Highways has issued a draft notification to ensure safety of children below 4 years who are being carried on a motorcycle, scooter or two-wheelers.
The notification says, “Child below 4 years must wear crash helmet fitting head and safety harness shall be used to attach the child to the rider / motorcyclist whose riding speed should not exceed 40kph. The rider shall ensure that the child / pillion passenger aged between 9 months and 4 years must wear his/her own crash helmet which fits his/her head or wear bicycle helmet complying with (ASTM 1447) / European CEN BS EN 1080 / BSEN 1078 till such time that the specifications are prescribed by the Bureau of Indian Standards.”
