The state of Maharashtra, which recently announced a bold new five-year 2025 Electric Vehicle Policy, continues to maintain its grip on the electric passenger vehicle industry. In FY2025, with 246,221 units and a 12.52% share, it was ranked second on the all-India EV sales scale and had the bragging rights for being No. 1 in sale of electric cars and SUVs, e-two-wheelers, and also e-commercial vehicles. Now, as per the latest data on the Vahan portal, Maharashtra maintains its No. 1 status for electric passenger vehicle sales in the first four months of CY2024 as well as April 2025, the first month of FY2026.
The first four months of CY2025 have seen total retail e-PV sales of 46,997 units, which constitutes robust 40% YoY growth (January-April 2024: 33,557 units). As the data table split above indicates, there has been strong growth in each of the past four months, and in high double digits. The FY2025-ending month of March 2025 with 13,124 units has seen the best monthly sales in the year to date. The first four months of CY2025 have seen retail sales of 46,997 electric passenger vehicles in India, a YoY increase of 40 percent.
In April, Maharashtra registered retail sales of 2,103 units, up 75% YoY (April 2024: 1,201 e-PVs). Cumulative e-PV industry sales for the January-April 2025 period at 7,867 units are up by a strong 62% YoY (January-April 2024: 4,852 e-PVs). This gives Maharashtra an April 2025 e-PV market share of 17%, with the state being a key contributor to the month(12,533 units) now becoming the new benchmark for April e-PV retails, surpassing the previous best of April 2024, April 2023 (6,039 units) and April 2022 (2,255 units).

The Top 10 states / Union Territories is where the e-PV industry’s sales are concentrated. At 38,936 units in the January-April 2025 period, they account for 83% of this segment’s retails and each has registered strong double-digit YoY growth.
Of these 10 states / UTs, In terms of region-wise retail sales, the southern states (Karnataka, Kerala, Tamil Nadu and Andhra Pradesh) with a cumulative total of 16,070 units has a 34% share of all-India sales of 46,997 units in January-April 2025. The northern region (Delhi, Uttar Pradesh, Rajasthan and Haryana) between them sold 12,448 e-PVs in the last four months, gives them a market share of 26 percent. Maharashtra and Gujarat, which represent the western region, are next with 10,418 units and a 22% share. That leaves a balance of 18% which is split amongst the remaining states and UTs.
Given the growing intensity of the competition in the electric passenger vehicle market, particularly amongst the top three OEMs (Tata Motors, JSW MG Motor India, Mahindra & Mahindra), these state-wise EV sales performance data are key indicators as to just where the consumer demand is emanating from.
