Vietnam's largest private corporation Vingroup has signed a Memorandum of Understanding with the Telangana government for a proposed $3 billion investment to be rolled out in phases across multiple sectors in the state.
The agreement, announced at the Telangana Rising Global Summit, will see both parties explore collaboration opportunities in smart urban development, electric mobility, healthcare, education, tourism, renewable energy, and charging infrastructure across approximately 2,500 hectares.
At the center of the proposal is the development of Vinhomes Smart City, a mega urban area designed to house around 200,000 residents on a 1,080-hectare site. The project is expected to create approximately 10,000 jobs and will incorporate sustainable urban planning principles with a mix of low-rise and high-rise developments.
In the electric mobility sector, Vingroup plans to introduce what it describes as India's first large-scale electric taxi fleet using VinFast vehicles through its GSM platform. The company may also explore electric vehicle manufacturing opportunities in the future.
Other proposed developments include a 500 MW solar farm covering 500 hectares through VinEnergo, integrated K-12 schools under the Vinschool brand, Vinmec multi-specialty hospitals on approximately 70 hectares, and V-Green EV charging network infrastructure.
VinWonders, the group's tourism arm, aims to develop a theme park, zoo, and safari complex spanning 350 hectares to enhance the state's tourism sector.
Under the terms of the MoU, the Telangana government will support land identification and allocation, coordinate master planning, assist with administrative procedures, and facilitate connecting infrastructure. The state will also consider applicable policy incentives.
Telangana Chief Minister A. Revanth Reddy described the investment as "a massive vote of confidence" in the state's vision for sustainable development. "This is more than capital; it's a partnership to build a futuristic, net-zero city and introduce India's first large-scale electric taxi fleet," he said.
Industries Minister D. Sridhar Babu emphasized that the multi-sectoral commitment demonstrates the breadth of Telangana's industrial policy and positions the state as a gateway for Vietnamese and Southeast Asian investment into India.
Pham Sanh Chau, CEO of Vingroup Asia and VinFast Asia, stated that the group sees significant potential in Telangana and aims to build a long-term partnership with the state government.
Vingroup, which operates across six core pillars including industrials and technology, real estate, infrastructure, green energy, culture, and social enterprises, was recently named in TIME Magazine's "World's Best Companies 2025" list.
The company previously entered the Indian market through VinFast with a premium EV product portfolio and a manufacturing facility in Tamil Nadu.
Telangana, with a population of approximately 38.5 million, is a major technology and economic hub in southern India, particularly recognized for its software sector.
