Centre Open to Simplifying Used Vehicle Ownership Transfers: Harsh Malhotra

Union Minister of State for Road Transport and Highways Harsh Malhotra has acknowledged the difficulties faced by buyers and sellers in transferring ownership of used vehicles, saying the Centre is willing to examine recommendations aimed at simplifying the process.

Speaking at the launch of the Ease of Vehicle Ownership Index (EVOI) 2026 report, organised by IndiaTech.Org and Consumer VOICE in New Delhi on Wednesday, Malhotra said differences in the implementation of transport policies across states remain a challenge, making coordination between the Centre and state governments important.

“There is no doubt” that problems exist in transferring vehicle ownership, Malhotra said, acknowledging the difficulties associated with the process.

The minister was responding to a report examining challenges in used vehicle ownership transfers and recommendations for improving the process.

Malhotra said the central government was working on policies concerning vehicle-related services, but their implementation depended on state governments, where administrative practices could differ.

He assured the report’s authors that their recommendations would be examined by the Ministry of Road Transport and Highways and discussed with officials to identify possible improvements.

The minister also emphasised the role of digitisation in simplifying transport services and improving convenience for vehicle owners. He cited automated vehicle testing centres as an example of how technology could improve service delivery and transparency.

According to Malhotra, Delhi has established three automated testing centres under the current state government. He said such facilities could contribute to ease of doing business and reduce opportunities for corruption.

Malhotra invited the report’s authors to share their recommendations with the ministry, saying it remained open to technological improvements that could support ease of mobility, ease of living and ease of doing business.

The minister did not announce any specific changes to vehicle ownership transfer rules or provide a timeline for implementing the recommendations.
