CAQM, ICCT Sign MoU on Vehicular Emissions Research in Delhi NCR

The Commission for Air Quality Management and the International Council on Clean Transportation will jointly research road transport emissions, support zero-emission vehicle adoption, and provide technical inputs to strengthen air quality policy across Delhi NCR.

The Commission for Air Quality Management in National Capital Region and Adjoining Areas (CAQM) and the International Council on Clean Transportation (ICCT) have signed a Memorandum of Understanding to strengthen technical cooperation on reducing road transport emissions and supporting the transition to zero-emission vehicles (ZEVs) across the National Capital Region (NCR).

Under the agreement, ICCT India will conduct research and policy analysis aimed at improving the understanding of road transport emissions in the region. The work is intended to generate scientific evidence supporting ZEV adoption and to provide technical input for policy implementation in line with CAQM's directions and existing regulatory framework.

The MoU also provides for stakeholder engagement, with consultations planned involving government agencies, industry players, academic institutions, and other stakeholders to share technical knowledge and build consensus on measures to cut transport-sector emissions.

CAQM will facilitate coordination with relevant government departments to support implementation of the agreement, including enabling stakeholder engagement and access to technical information such as vehicular emission factors from concerned agencies.

Dr. Virinder Sharma, Member Technical at CAQM, said reducing transport-sector emissions was an important part of improving air quality in the NCR, and that the collaboration would strengthen scientific understanding of vehicular emissions to support evidence-based measures for cleaner transportation.

Amit Bhatt, India Managing Director at ICCT, said addressing transport-related pollution in Delhi NCR required policies grounded in robust scientific evidence and real-world data, adding that the partnership would help build the evidence base needed for effective decision-making as the region moves toward vehicle electrification.

Road transport continues to be a significant contributor to air pollution in Delhi NCR. The MoU combines CAQM's regulatory mandate with ICCT's technical expertise to support evidence-based interventions aimed at improving air quality and accelerating the shift to zero-emission mobility.

The Commission for Air Quality Management in National Capital Region and Adjoining Areas is a statutory body set up by the Government of India to coordinate, monitor, and address air quality issues in the NCR and adjoining areas.

The International Council on Clean Transportation is an independent, nonprofit research organization providing technical analysis and evidence-based policy support to governments worldwide. ICCT India works with national and state governments, industry, and other stakeholders to advance clean transportation policies.
