Startup Stairs Private Limited, AITMC Ventures Limited (AVPL), and Victory Electric Vehicles International Limited have announced a strategic partnership aimed at establishing a nationwide electric vehicle charging infrastructure and skilling ecosystem.
The collaboration brings together three entities with complementary capabilities: Startup Stairs will contribute its incubation and ecosystem development platform, AVPL will provide skilling infrastructure and training facilities, while Victory International will supply EV technology and manufacturing expertise.
Training Centers at Industrial Institutes
Under the agreement, the partners will assess approximately 70 Industrial Training Institutes (ITIs) nationwide for potential conversion into EV-focused training centers. These facilities would provide instruction in EV service, maintenance, and charging infrastructure operations.
AVPL will make available its existing and planned Centers of Excellence across multiple states to support the delivery of training programs. The initiative will proceed through pilot programs before any wider implementation.
Franchise-Based Employment Model
The partnership proposes a franchise system designed to connect training completion with employment opportunities. Individuals who complete the EV training programs would be evaluated for participation in a franchise network requiring investment levels of ₹5 lakh or ₹10 lakh.
These franchises would operate as EV charging centers, service centers, or dealerships. The model seeks to create direct pathways from skills training to income generation within the expanding EV sector.
Domestic Manufacturing Plans
Manufacturing operations for EV chargers, batteries, and related components will be conducted at AVPL's Future Tech Park facility in Sisai, Hisar. Victory International will oversee technical design, manufacturing setup, quality systems, and franchise operations.
The production activities align with the government's Aatmanirbhar Bharat initiative promoting domestic manufacturing capabilities.
Leadership Perspectives
Dr. Preet Sandhu, Founder and Managing Director of AVPL, stated that the company is extending its experience in drone skilling and infrastructure development into the EV and battery sectors. He emphasized the focus on creating pathways that connect skills training with employment and entrepreneurship opportunities.
Sanjay Poply, Managing Director of Victory Electric Vehicles International Limited, highlighted the integration of ITI-based training with structured business opportunities as a means to support India's transition to electric mobility while creating employment pathways.
Phased Implementation
The partnership will proceed in phases beginning with pilot programs, institutional coordination, and franchise recruitment in select regions. All infrastructure deployment and commercial arrangements remain subject to separate definitive agreements and regulatory approvals.

AVPL International, established in 2016, operates in skill development, drone technology, and vocational training. The company reports having trained over 100,000 individuals through government partnerships and operates DGCA-certified drone training facilities while manufacturing agricultural drones.
Victory Electric Vehicles International Limited, founded in 2011, manufactures electric three-wheelers, load carriers, and scooters for passenger and commercial applications in urban and semi-urban markets across India.
