NITI Aayog launched the India Electric Mobility Index (IEMI) today, introducing a comprehensive framework to assess and benchmark the progress of States and Union Territories in advancing electric mobility across the country.
The index was unveiled by Rajiv Gauba, Member, NITI Aayog, in the presence of B. V. R. Subrahmanyam, CEO, NITI Aayog, Kamran Rizvi, Secretary, Ministry of Heavy Industries, O. P. Agarwal, Distinguished Fellow, NITI Aayog, and Sudhendu Sinha, Programme Director – E-Mobility, NITI Aayog, along with other senior officials.
The India Electric Mobility Index evaluates all Indian States and UTs on a scale of 0 to 100 based on 16 indicators. These indicators are grouped into three core thematic areas. The first, Transport Electrification Progress, measures the extent of electric vehicle adoption across different vehicle segments. The second theme, Charging Infrastructure Readiness, tracks the development and deployment of EV charging stations and related infrastructure. The third, EV Research and Innovation Status, assesses activities related to research, development, and innovation within the electric mobility ecosystem.
The IEMI is designed to provide a standardized and data-driven platform for comparing the performance of States and UTs. It aims to support evidence-based policy-making by identifying leading performers, highlighting best practices, and pinpointing areas that require targeted interventions. By enabling benchmarking, the index is expected to encourage healthy competition among states and promote the sharing of successful strategies.
Given the transportation sector’s significant contribution to greenhouse gas emissions, state-level action is considered essential for achieving India’s long-term climate goals, including its commitment to reach net-zero emissions by 2070. The IEMI supports this effort by helping align regional policies with national objectives while allowing for regional variations and local needs.
At the launch event, Rajiv Gauba emphasized that the index offers a transparent and comparative framework for monitoring progress in key areas such as vehicle electrification, infrastructure development, and technological innovation. He stated that the IEMI will help states evaluate their performance, identify gaps, and learn from the experiences of others to strengthen their electric mobility strategies.
B. V. R. Subrahmanyam, CEO of NITI Aayog, highlighted the organization’s ongoing role in supporting India’s transition to sustainable mobility. He noted that the launch of the IEMI is another initiative aimed at accelerating the country’s journey toward a decarbonized and energy-secure future.
An online dashboard has been launched alongside the index, offering real-time, accessible insights into the performance of States and UTs. This tool is expected to enhance transparency and support coordinated planning across government levels and sectors.
The introduction of the India Electric Mobility Index marks a significant step in institutionalizing performance monitoring in the e-mobility sector. It is anticipated to guide future policy decisions, attract investments, and support the scalable expansion of clean transportation solutions across India.
