The Delhi government, under Chief Minister Rekha Gupta, has announced a 'Winter Action Plan' to curb air pollution in the national capital region, enforcing regulatory measures from November 1, 2026, through February 28, 2027.
Under the policy, fuel stations across Delhi will operate on a "No PUC, No Fuel" mandate, denying petrol, diesel, CNG, and LPG to vehicles lacking a valid Pollution Under Control certificate. Additionally, vehicles registered outside Delhi that do not conform to BS-VI emission standards will be barred from entering the capital between November 1 and January 31, with exemptions granted to electric vehicles, CNG vehicles, and essential services.
To minimize peak-hour congestion and vehicular emissions, the government has also mandated staggered office timings and a 50 percent work-from-home policy across public and private offices.
Municipal Corporation of Delhi offices will function from 8:30 AM to 5:00 PM, while Delhi government offices will operate from 10:00 AM to 6:30 PM. Parking fees at authorized municipal facilities will also be doubled to discourage private vehicle usage, excluding parking lots operated by the Delhi Metro Rail Corporation.
The plan also includes restrictions on dust-generating outdoor construction and demolition activities, supported by artificial intelligence monitoring systems at major sites, alongside a complete ban on dust-heavy construction from December 10 to January 20.
