The Ministry of Road Transport & Highways has issued an amendment to Form 20 of Central Motor Vehicle Rules (CMVR) 1989 to ensure capturing of ownership details of vehicles at the time of their registration.

Under the new amended forms, ownership details will be captured under categories which includes autonomous body, central government, charitable trust, driving training school, divyangjan (differently abled), educational institute, local authority, multiple owners and police department among others.

The move is specially focused to providing benefits to the differently abled. The vehicles with automatic gear have been considered suitable for driving by some of the divyangjan without altering the vehicle.’

In addition, MoRTH has also stated that to further “facilitate divyangjan, the various exemptions / facilitation / relief provided by State governments in respect of Invalid Carriage vehicles (invalid carriage means a motor vehicle specially designed and constructed, and not merely adapted, for the use of a person suffering from some physical defect or disability, and used solely by or for such a person) may also be extended for these vehicles (automatic vehicles) owned by divyangjan.”
